This is the second in a series outlining what Peoria Economic Development Department calls the city’s premier development sites.
PEDD describes the sites as follows:
“… prime locations for new commercial and retail development. In some cases, these are Planned Area Developments, while others such as Park West and the Vistancia Commercial Core are adjacent to existing centers. These sites are located in high visibility areas of the city …”
Core West Office Park
Core West Office Park is on the southwest corner of Loop 101 and Peoria Avenue. It is a city-owned 14-acre, shovel-ready parcel zoned C-2.
The site has excellent freeway visibility and access with options for build-to-suit available. All utilities are available to the site, including natural gas and fiber optic service.
Phoenix Sky Harbor International Airport is 22 miles away.

Development of the property is through a public-private partnership called Peoria 101 between Plaza Cos. and the city of Peoria. The city owns the land underneath the project and will support the development. City Council approved the initial exclusive negotiation agreement (ENA) Oct. 18, 2016.
The ENA had a 180-day term, and after the term ended, a development agreement was negotiated for council consideration once project and market feasibility had been determined and a plan was established for the project. June 13, 2017, the city approved a ground lease and license agreement with Plaza Del Rio Management Corp., a division of Plaza Cos., for the 14 acres. The agreement allowed Plaza Cos. to construct an office/business park to support the city’s Economic Development Implementation Strategy by providing office space needed to attract businesses to the city.
Plaza Cos. is in the business of development, acquisition, management and leasing of medical office properties, senior living communities and bioscience/biotechnology centers in Arizona. The company owns, provides leasing services or manages more than 5 million square feet through partnerships and relationships.
Butler Design Group is the contracted designer for structures on the property. For 20 years, Butler has completed more than 20 million square feet of office, industrial, retail and specialty projects.
